There are so many great songs already out there and maybe every artist has his own way to find an inspiration for a new song. Here is some tips, this is not a complete list obviously, but I hope it can help someone.

Listen to other songs. Often good artists are influenced by other artists. Also go back to the past, and see what were the popular themes.
Step 2
Look back into yourself. Describe with words what your are feeling and what you are thinking about at that moment. Use strange metaphors, don`t care to much about the meaning. The final result can be surprisingly great
Step 3
Movies can also be an inspiration source. Some of them try to communicate emotions and so you can transcript these emotions into your lyrics. You can also watch a movie without the audio, and try to imagine new dialogs different from the original, and so a different situation. Just let your imagination run.
Step 4
Turn on your hoover or a noisy fan. This can sound strange but it works for me (sometime). I think that having a background noise can help to pull out your melody from your mind.
Step 5
Another great tip: take a shower and sing ;)
